I bought a used car in California, which still has the older plates (both in the front and in the rear), but without the sticker. Dealer affixed a temporary paper plate only on top of the back plate. I do have the report of sale on the windshield. I questioned the dealer before I left the dealership with the car but he insisted it was normal. But now I basically have 2 different numbers: one in the front (normal plate) and one in the back (temporary plate).
