Buying in WI from a dealer, I live in Iowa. Fees?

I’m buying a car in WI from a dealer and I live in Iowa. Dealer knows this and is still trying to charge me an electronic filing fee, a new plate fee, and a lien fee for a total of $60. I’m bringing them a check and driving home. I don’t think I owe any of these fees, as I’ll pay them in Iowa if relevant. I did arrange my own loan with my local banker, but they told me just bring them the title when I get it. (We personally know each other and have done it this way often). The dealer should be having the title sent to me in Iowa. What am I missing? Thanks in advance!
